Why Tenants Need the Bill in Their Name
For many professionals and families renting apartments in Mumbai, establishing a local address is paramount. Obtaining a passport, applying for a visa, or registering a local business often requires a utility bill as primary Address Proof. However, since the tenant does not own the property, utility companies like Adani, Tata Power, and BEST have established a ‘Temporary Name Change’ procedure specifically designed for Leave and License agreements.
The Temporary Name Change Process
Unlike a permanent transfer during a property sale, a tenant name change is conditional and time-bound. It automatically expires when the rent agreement expires.
- Registered Agreement: The utility will ONLY accept a formally registered Leave and License agreement. Notarized agreements on ₹100 stamp paper are routinely rejected.
- Landlord’s NOC: The property owner must sign a specific No Objection Certificate allowing the tenant to change the billing name.
- Dual Liability: Under this arrangement, if the tenant absconds without paying the final bill, the landlord remains ultimately liable for the dues.

The process can be executed online via the respective utility’s portal:
- Select ‘Change of Name’ and specifically choose ‘Tenant/Occupant’ as the applicant category.
- Upload the registered Leave and License agreement (ensure all pages, especially the signatures and registration stamp, are legible).
- Upload the Landlord’s NOC and a copy of the Landlord’s PAN/Aadhar for verification.
- Upload your own Aadhar/PAN as the applicant.
- Pay the processing fee. Crucially, as a tenant, you will likely be asked to pay an additional Security Deposit to safeguard the utility against flight risk.
