  • Photo Pass / Annexure II: For structures recognized by the government, an SRA Photo Pass or the resident’s name in the Collector’s Annexure II list acts as primary proof of occupancy.
  • Aadhar Card / Voter ID: A government-issued identity card reflecting the exact address of the slum structure.
  • Indemnity Bond: Because the land might technically belong to the BMC or the Collector, the applicant must sign an Indemnity Bond stating that the provision of electricity does not confer legal ownership of the land.

SRA Redevelopment Transition Rules

When a slum undergoes formal SRA redevelopment, the electrical infrastructure undergoes a massive transition.

  1. Temporary Disconnection: Before demolition, all existing individual meters must be formally surrendered to the utility, and outstanding dues must be cleared.
  2. Transit Camp Meters: The builder provides temporary transit accommodations. The builder applies for a bulk temporary connection, or residents apply for individual temporary meters based on the builder’s allotment letter.
  3. Permanent SRA Tower Connection: Once the high-rise SRA tower is constructed and receives the Occupation Certificate (OC), the builder sets up a central meter room. Residents then apply for fresh permanent connections using their new SRA allotment letters.

Does getting a meter prove I own the slum land?

No. Utility companies make it explicitly clear on the bill and via indemnity bonds that an electricity connection is merely proof of residency, not proof of land title or legality of the structure.

What if I don’t have a Photo Pass?

If you lack official government census documents, utilities may accept older domicile proofs like ration cards or voter IDs pre-dating specific government cutoff years, but approval is subject to strict verification.

Can a slum structure get a 3-phase meter?

Usually, no. Because the sanctioned load is typically very low (1 kW to 2 kW) for basic lighting and fans, a single-phase meter is provided.

Who pays the arrears if a slum is demolished for SRA?

The registered consumer is liable. If dues are unpaid, the utility can refuse to grant a new connection to that consumer in the newly built SRA tower.
