Powering Your Construction Project
Before you lay the first brick or start the excavators on a new construction site in Mumbai, securing a reliable power source is your first major hurdle. Utility companies like Adani Electricity, Tata Power, and MSEDCL offer a specific ‘Temporary Connection’ category. This connection is strictly meant for construction activities, site offices, and temporary lighting. Attempting to use an adjacent residential meter for heavy construction tools is illegal and invites massive ‘unauthorized use of electricity’ penalties.
Key Features of a Temporary Connection
- Higher Tariff Rates: Temporary connections are billed under a distinct, much higher commercial tariff slab because the load profile is highly unpredictable.
- Strict Validity Period: These connections are sanctioned for a specific duration (usually 11 months or up to the approved completion date of the project) and must be explicitly renewed before expiry.
- Massive Security Deposits: Because of the transient nature of construction sites and the high risk of bill defaults, utilities demand a significantly higher per-kW security deposit compared to permanent connections.
The Document Checklist
To apply for a temporary construction meter, the builder or plot owner must submit:
- Approved Building Plan (IOD/CC): The Intimation of Disapproval (IOD) or Commencement Certificate (CC) from the BMC or local municipal corporation proving the construction is legal.
- Plot Ownership Proof: Registered Sale Deed, Property Card, or 7/12 extract.
- Test Report: A safety certificate from a Government Licensed Electrical Contractor ensuring the temporary site distribution board (DB) is safely grounded with proper RCCBs.
Frequently Asked Questions
Can I convert a temporary connection to a permanent one later?
No. Once the building is ready, you must surrender the temporary meter, claim the security deposit refund, and apply fresh for permanent residential/commercial meters with the Occupation Certificate (OC).
What happens if my construction takes longer than 11 months?
You must apply for a formal extension of the temporary connection at least 30 days before it expires, providing proof that construction is still ongoing.
Is an RCCB mandatory for temporary meters?
Yes. Construction sites are highly prone to electrocution hazards (water, exposed wires, metal scaffolding). An industrial-grade RCCB is absolutely mandatory for approval.
Can I use a diesel generator instead?
You can use a DG set as a backup, but relying on it entirely is incredibly expensive due to diesel costs, and it requires separate environmental and pollution control board clearances in Mumbai.
How long does it take to get a temporary meter?
If all municipal approvals (CC/IOD) are in place, the utility usually installs the temporary meter within 7 to 10 working days.
